Better team from my perspective. Hiroshima score an average of 1.5 goals per game at home while concede only 0.7 goals. Tokyo played not badly in the last few games but they score an average of only 0.7 goals per away match while concede - even 1.8. Hiroshima are more solid team, they havent won 3 games in a row, so it is time to come back on the winning road, espcially when they are playing at home.
