I believe that the Germans will set the pace of the game, and Montenegro will also play at a fast tempo, which I think will not be favorable for them against the Germans. However, the stronger team may dictate the trends, and if their scoring is decent, I think the Germans will score over one hundred points and Montenegro around 80. Although Germany did not seem to dominate in their friendly against Peru, this is now the European Championship and I personally expect a very high-scoring match.
