Latvia is showing great form, while Lithuania is, to put it gently, in a pitiful form and even Jokubaitis does not help when playing without making 3-point shots. I don't see any major intrigue in this match-up, as Latvia will be playing at home and should have tremendous support from the fans. This opponent is on a different level than Finland, so I believe Latvia's victory will be secure, therefore this handicap seems completely safe.
