Despite not having played a single match in this tournament, Goffin is considered an outsider, but the Italian has only played in the OA qualifiers, so he doesn't have the advantage of match practice. Personally, I don't see the advantage for the Italian, especially since he is normally seen as a clay player, while the Belgian has a good chance of winning on hard courts. Of course, in a challenger tournament like this, motivation is always difficult, but with 125 ATP points at stake (half of an ATP 250 tournament), it's no joke. The Belgian is a solid tennis player who can play extremely well during these moments, and in my opinion, should have no trouble defeating the Italian.
