PDC European Tour.
Although Ricardo has a 5-game losing streak, he is not playing badly at his level, as all 5 losses were by only 1-2 legs. While White may struggle to move, he still manages to compete not only against opponents at his level, but also against better players. Both players have been consistently over-performing in terms of legs this tour, and with comparable strength, I would say over is a logical choice.
