BOSTON — The House and Senate today approved a final version of a controversial bill to license three casinos and a slot parlor. The governor is expected to sign the legislation in the coming days.

The bill passed the House 118-33 and cleared the Senate on a 23-14 vote after a compromise bill emerged from a six-member conference committee that ironed out differences between versions that previously passed the House and the Senate.

Final action is expected tomorrow on the bill as the Legislature faces a deadline to end formal sessions for the year by tomorrow night.

Once signed by the governor, the bill is expected to trigger a bidding war for casinos in three locations around the state as well as one slot machine parlor.

Democratic and Republican House leaders got behind the casino bill, promising it would create thousands of new jobs and bring in millions in new annual state revenue as the gaming complexes come online over the next several years.

“Let's take a step toward putting people back to work,” said state Rep. Paul K. Frost, R-Auburn, urging passage of the bill during the brief debate that preceded a vote on the casino bill.

Rep. Ruth B. Balser, D-Newton, among what has become a shrinking number of legislators opposed to expanded gambling, called it a mistake that would have “devastating impacts” socially and economically.

“This is the wrong direction for Massachusetts,” Ms. Balser said, predicting the state will see an increase in bankruptcies, homelessness, incarceration, crime and the number of people suffering from addiction.

Gov. Deval L. Patrick said immediately after the House and Senate approved the measure that he saw “no showstoppers” in the bill and that he planned to carefully review it.

In addition, lawmakers were preparing to hold final votes on a new map of congressional districts, as well as pension and parole system reforms, a human trafficking bill, and a repeat offender crime bill. In addition, a modified transgender rights bill emerged from committee this morning with a recommendation for adoption.

The expanded gambling bill, which was put to an up or down vote without changes in both chambers today, is a compromise version drafted behind closed doors by a joint conference committee that ironed out several differences between versions previously approved in the House and Senate.

It would offer a Native American tribe first dibs on a casino deal in Southeastern Massachusetts and would allow up until July 2012 for a tribe to reach a revenue-sharing agreement with the state.

Two other casino licenses would be put up for commercial bids, with one in Western Massachusetts and another somewhere in the eastern or central part of the state. Bids would be evaluated by a new five-member gambling commission.

The compromise bill retained provisions that limit local voter approvals for casinos in several cities.

It requires local citywide or townwide referendums to approve a local casino proposal, except in Boston, Worcester and Springfield, where the bill only ensures a neighborhood vote. City councils in those three cities could vote to opt out of that provision and hold a citywide approval referendum.

Also under the final version, lawmakers, state, municipal and county officials who vote on legislation or oversee the gambling industry would be banned from working for the gambling industry for one year after they leave office.

The final bill dropped a Senate provision to allow all restaurants to serve discount and free drinks, which would have repealed a two-decade-old state ban on bar and restaurant happy hours. The bill allows free drinks in casinos and also requires casinos to be smoke-free.

In addition to initial license fees, casinos will pay a 25 percent tax on gambling revenue, and the slot parlor will pay 40 percent.

Central Massachusetts House members voting for the expanded gambling bill were state Reps. John J. Binienda, D-Worcester; Stephen L. Dinatale, D-Fitchburg; John V. Fernandes. D-Milford; John P. Fresolo, D-Worcester; John J. Mahoney, D-Worcester; Anne M. Gobi, D-Spencer, James J. O'Day, D-West Boylston; Vincent A. Pedone, D-Worcester; George N. Peterson, R-Grafton; Paul K. Frost, R-Auburn; Richard Bastien, R-Gardner; Peter Durant, R-Spencer; Ryan C. Fattman, R-Sutton; Jennifer E. Benson, D-Lunenburg, Sheila C. Harrington, R-Groton; Kate Hogan, D-Stow; and Kevin J. Kuros, R-Uxbridge.

Voting against the casino bill were Dennis A. Rosa, D-Leominster; Todd M. Smola, R-Palmer; Steven L. Levy, R-Marlboro; Matthew A. Beaton, R-Shrewsbury; Denise Andrews, D-Orange; Carolyn Dykema, D-Holliston and Kimberly N. Ferguson, R-Holden.

Senate members from Central Massachusetts voting for the expanded gaming bill were Stephen M. Brewer, D-Barre; Harriette L. Chandler, D-Worcester; Jennifer L. Flanagan, D-Leominster; Michael O. Moore, D-Worcester and Richard T. Moore, D-Uxbridge.

Voting against the bill was Sen. James B. Eldridge, D-Acton.

With the EU opening the door to lower taxation of online gaming companies players are going to benefit

The government in Denmark is all set to lower taxes for online gaming companies as opposed to land based casinos located in the country. The fact that Ron Paul takes a position on issues independent of voters or donors is mind boggling to most Americans who are used to politicians flip-flopping on practically every issue.

It would surprise few Americans that an elected official would passionately decry the evils of online gambling in front of a religious or a ‘Mothers Against’ conference in the morning, while delivering a heartfelt speech praising the benefits of Online gambling in America to an internet casino affiliate convention later that evening.

Adobe's announcement last week that it will no longer develop Flash for smartphone devices designed by Android and other companies will impact mobile gambling - but not necessarily for the worse.
End of Flash Era

Adobe released its Adobe Flash Player 11.1.102.59 last week as its last major update for Android devices. According to Adobe the company will continue to provide security patches for Android users, but no further versions of the player will be made available.

The company said it would now focus on HTML5, as that is now universally supported on all the big mobile devices, and therefore is the best solution for creating and deploying content in a browser across mobile platforms.

From February 2012, the Nevada Gaming Control Board will start accepting applications to offer online poker services to players located within state borders.



This is good news not only for the thousands of Nevada residents who play online poker, but also for the state, which will be able to raise much-needed revenue by legalising and taxing online poker within its borders.

With Goldman Sachs estimating that the US market for online casinos and poker could be worth $12bn and individual states - like Nevada - now beginning to liberalise, both US and overseas gaming operators are starting to execute their market entry strategies. In April, William Hill announced that it had signed an agreement to acquire American Wagering, which operates mobile sports betting services under the Leroy's brand.

Commenting on the announcement, Russell Carter, founder of Interactive Mobile Broadband, which helps state and other legal remote gambling operators validate the ages and locations of prospective customers, said: "While the rewards for regulatory compliant online operators in Nevada could be huge, so will be the downside for any who fail to meet the NGCB's stringent legal, regulatory and technical standards. This includes making sure that online gambling services are not made available to anyone located outside Nevada state borders, where they remain illegal. Taking a bet from a player located outside Nevada could mean losing your licence."
