That's from the Associated Press, which reports, "Las Vegas tourism officials are betting that a new air terminal will lure some travelers to use Las Vegas as a regular stopover en route to Asia or other foreign places."

That terminal – set to open in June – will significantly boost Las Vegas' ability to handle international visitors via six gates equipped for international service. Customs will be able to process 2,200 passengers per hour, which AP notes is "a big increase over the current Customs capacity of 800 international passengers and three flight arrivals per hour."

The terminal – planned before the recent recession began – comes as passenger traffic to Las Vegas McCarran has declined in recent years, reducing the flow of out-of-town visitors essential to support the city's casino hotels.

During the past 18 months, international traffic has jumped 18% while the number of domestic travelers has remained relatively flat, according to AP.

AP says Las Vegas officials hope they can keep that trend going by convincing more overseas airlines to boost non-stop service to Las Vegas.

"We see Las Vegas not just as an origin and destination point, but also as another hub for us," John Jackson III, vice president of passenger marketing and sales for Korean Air's Americas region, says to AP.

"We aim to connect passengers from Salt Lake, from Denver, from Phoenix, from Albuquerque via Las Vegas when they're going to Seoul," Jackson says.

It's not clear just how easy it would be for Korean Air to do that. It is a partner with Delta via the SkyTeam alliance, but neither Delta nor any other major airline operates a hub in Las Vegas. That means for Korean Air to connect a large number of fliers over Las Vegas, it will have to partner with multiple airlines or hope to capture travelers buying two sets of tickets.

"I wouldn't call the new terminal a white elephant, but it's going to be quite empty for a long time if they're looking for flights to Asia," Mo Garfinkle, CEO of GCW Consulting, says to AP.

Clark County Aviation Director Randy Walker remains undeterred. He acknowledges to AP that he doesn't expect Las Vegas to crack the USA's top 10 airports in terms of international travelers. But he says positioning it as a potential stopover destination is "an important component of our growth."

Now comes the much harder task of establishing their own brand for the casino now known as the Golden Nugget Atlantic City. Houston-based Landry's Restaurants bought the casino-hotel for $38 million — about a tenth of what former owners Trump Entertainment Resorts nearly got for it just two years earlier. But that sale fell through and Atlantic City casino values collapsed as the economy headed south.

Tilman Fertitta, the billionaire owner of Landry's — which also owns Golden Nuggets in Las Vegas and Lauglin, Nev. — got busy right away on a $150 million renovation and re-branding he views as crucial to establishing the Golden Nugget's own identity in Atlantic City.

"Every single inch is being touched," he said. "The building is going to look brand new when it's finished. If you took someone who hadn't been in there since last year, blindfolded them and led them into the building now, they won't know where they are."

The casino's motto quickly became "Out with the old, in with the Gold." With its aging brick exterior and uninspiring institutional design, Trump Marina had long been derided as looking like a hospital since shortly after it opened in 1985 as Trump's Castle. First to go were the giant "Trump Marina" signs bolted to the sides of the building. The weathered brick was painted gold, and golden banners were unfurled at the main entrance.

Inside, the casino remains a whirl of construction activity. On a recent visit, workers had several areas cordoned off as they built new attractions, rewired electrical fixtures and reconfigured corridors. The main entrance was buried behind construction vehicles, cones and barrels.

"Let's call it a work in progress," said Karen Hudek of Monroe, Conn., who spent a recent weekend there. "There's a lot going on."

She was pleased with her accommodations.

"The rooms were clean and they came in punctually to clean them every day," she said. "I read some bad reviews of this place on the Internet, so I'm going to go home and correct that."

Yet she's not sure she'd go back, at least right away.

"There's a lot of other places on the Boardwalk I'd want to go to first," she said.

Willie Williams of Atlanta also enjoyed his first trip to the Golden Nugget.

"So far it's really good," he said. "The rooms are real nice. They're doing a lot here."

Fertitta agrees.

"It's definitely a construction zone, but we try very hard not to interfere with the guests," he said. "A lot of people like the excitement when you're building."

What's not building, at least so far, is the Golden Nugget's casino revenue. In October, the casino took in just over $9 million, a decline of 28.3 percent from Oct. 2010. It averaged less than $300,000 a day, compared with over $400,000 a year ago.

For the first 10 months of this year, the Golden Nugget is dead last in casino revenue in Atlantic City. Its $106.1 million take is down 15.4 percent from the same period last year.

Yet Fertitta is unfazed, saying he is focused on increasing overall profitability by controlling expenses, particularly by refusing to join an expensive arms race with larger casinos to throw costly promotional spending at prospective customers.

"We don't buy business," he said. He alluded to a promotion used earlier in the year by Resorts Casino Hotel, which is also struggling to build its business volumes. "I can go give rooms away for 20 dollars, but that has never been my philosophy," Fertitta said.

"When we bought the Golden Nugget Las Vegas in 2005, I took the revenue down and the (earnings) up," he said. "Some of the business we've lost is business where they (Trump Entertainment Resorts) just gave them too much. We just don't do that. Last summer they lost $3 million; this summer we made $2.5 million. That's a pretty nice swing."

The casino had a gross operating profit of $2.1 million for July, August and September, compared with just $247,000 for the same period last year when Trump owned it.

The rebranding returns the Golden Nugget name to Atlantic City, although in a different building unrelated to the original Golden Nugget, which operated from 1980 to 1987 in what is now ACH, the former Atlantic City Hilton.

A big part of the new Golden Nugget's renovation included adding new restaurants including the Chart House (one of several around the country that the parent company owns), and Vic & Anthony's steakhouse. Italian and sushi restaurants are coming soon.

The Golden Nugget recently hosted shows by Motley Crue singer Vince Neil and comic Kathleen Madigan. It hosted a best festival on its outdoor deck, and a Beatles tribute band, "1964," is coming in December.

The casino won some degree of loyalty from patrons when it was the only one of Atlantic City's 11 casinos to keep its hotel and restaurants open during a state-mandated shutdown of casinos during Hurricane Irene in late August.

"I know from hurricanes from dealing with them all my life in the South," Fertitta said. "A hurricane doesn't bother me. There's no need to shut down. Unless it's a Category 5 and it's coming right for us, we'll stay open."

In an unusual partnership, Casino Titan and Global Gaming Events (GGE) are launching two online freeroll tournaments in December 2011 for a combined prize pool of $6,000. After a lengthy debate between Governor Beverly Perdue and the Eastern Band of Cherokee Indians, a new 30-year gaming compact has been developed and was signed by the Governor and Principal Chief Michell Hicks on Monday in Raleigh. The new agreement will bring vegasstyle gambling to the Cherokee Reservation, which is anticipated to inject additional funding directly into classrooms, and create 400 new jobs in western North Carolina by expanding the Cherokee’s gaming enterprises.

“My top priorities are strengthening our schools and creating jobs, and this agreement does both,” Gov. Perdue said. “This will mean additional dollars going directly to school districts, and it will provide an economic boost for western North Carolina. I urge the General Assembly to act so that we can quickly start receiving the benefits of this expansion.”

The 30-year compact, which will allow the Cherokee to offer live table gaming at Cherokee’s Harrah’s Casino, and provide the state with a share of the revenue generated from the new games, was originally set to be voted on in September, but due to the Tribe and Gov. Perdue being unable to reach an agreement on the amount of revenue to be given to the state, the vote was delayed. The final compact calls for the state’s share of the revenue to be channeled directly to school districts. The school districts will be required to spend the funds on educating students in the classroom.

Perdue administration officials and Cherokee leaders spent years negotiating the compact and worked out a variety of complicated issues. Among the more important components of the agreement, the state will grant the Cherokee exclusive live table gaming rights west of Interstate 26. In exchange, the Cherokee will pay the state:

• 4 percent of gross receipts from live table gaming during the first five years;

• 5 percent the next five years;

• 6 percent the next five years;

• 7 percent the next five years; and

• 8 percent during the next ten years.

Gov. Perdue and Chief Hicks finalized the agreement Monday morning. Once the General Assembly acts, the agreement will be sent to the U.S. Department of the Interior for approval.

“Today represents the culmination of months of hard work by the Governor’s office and the Eastern Band of Cherokee Indians,” said Principal Chief Michell Hicks, who was recently elected to his third term in office. “This agreement will provide substantial economic benefit to tribal members and people throughout western North Carolina. This agreement further demonstrates the Cherokees’ commitment to educating our young people through the education funding initiative. We value our partnership with the state and are grateful to the Governor for her help and to the leadership in the General Assembly for their continued support.”

Congressman Heath Shuler noted the importance of the economic boost the casino’s expansion can bring to the area, as well as commended the three year-long process it took to create an agreement which should benefit all parties involved. “I woud like to commend Governnor Perdue, Chief Hicks, and the Tribal Council for working together to reach this agreement,” said Shuler.

The North Carolina School Board Association (NCSBA) applauded efforts to direct more funding to help strengthen our schools. “On behalf of the more than 1.4 million students that are served through our education system, school boards are grateful for the additional resources these funds will provide to strengthen the opportunities our students will receive in the classroom,” said Chuck Francis, President of NCSBA.

Kit Cramer, the President and CEO of the Asheville Area Chamber of Commerce, also praised the agreement, saying that it “adds 400 jobs without paying incentives and creates good synergy for travel and tourism in the Asheville area.”

Administration officials urged the General Assembly to pass the needed conforming technical modifications as soon as possible, as the finalized deal was sent to lawmakers, who were scheduled to meet in Raleigh earlier this week.

The General Assembly decided not to vote on the agreement during their special session. Members of the republican party felt they needed more time to review the lenghty agreement in order to make a more informed decsion.

“They have been working on it for three years but we still hadn't seen the agreement,” said Senator Jim Davis. “Some of the research staff wanted to look at it because they had some questions about the legality and constitutionality of how the education monies are going to be distributed.”

Although The President Pro tempore in the State Senate, Phil Berger (R-Guilford, Rockingham) originally reported that he believed an expansion of the casino would be have no problem passing in the Senate, Republican leaders at the Legislature may now consider delaying their actions, since they originally planned to vote on a compact in September.

There is also a debate between lawmakers on how the monies should be distributed to the state schools. Gov. Perdue has established the agreement to be designed to distribute the state's portions of the revenue to school districts based on student population. Several members of the GOP are questioning the legality of the distributions and would prefer to see the monies not have any restrictions beyond going to education.

Sen. Davis believes that after reviewing the agreement in full, the compact will be approved by the General Assemby. “I anticipate that it will be approved,”said Davis. “but we didn’t sign it Monday afternoon, because we need more time to look over it.”

Several groups and organizations have spoken out in opposition to the possible expansion and implementation of “Vegas style” gambling.
