William Hill said the net revenue increase was largely driven by its online business, which posted a 28 percent increase, to $508.4 million in 2011, while its retail operations gained 1 percent, to $1.24 billion.

"We believe there are more opportunities to grow in our core market in the U.K. and also for the business to expand internationally beyond the traditional roots as more governments open up their regulated gambling markets," William Hill CEO Ralph Topping said.

The company, which operates 2,370 betting shops, takes more than 1 million bets a day, averaging between $4.75 and $6 per wager. Topping said the company will be selective in where it takes its brand outside of the United Kingdom.

"We are taking our first steps into the U.S. with the three impending land-based sports betting acquisitions," Topping said. "We were warned the regulators process could take 12 to 18 months. It's an exceptionally long process but we are in the hands of the regulators and we are not complaining."

Topping said the company was "keeping an eye on where online could be going." He told gaming analysts in a conference call that William Hill has applied for a full gaming license in Nevada, putting the British bookmaker in a "very strong position."

"While we are focusing (on Nevada) we (had) better not overlook the move by Gov. (Chris) Christie in New Jersey particularly to overturn the land-based ban."

In January, Christie signed a bill legalizing sports betting in New Jersey. The state is expected to sue to overturn the Professional and Amateur Sports Protection Act of 1992, which effectively outlawed sports betting in all but a few states.

As of Monday, the state had yet to file a federal lawsuit challenging the act.

William Hill entered the United States last year with its acquisitions in Nevada.

On April 14, William Hill purchased American Wagering Inc., parent company of Leroy's Horse & Sports Place for $18 million, along with Club Cal Neva Satellite Race and Sports book division in Northern Nevada for $21 million.

That was followed May 3 with the $15.7 million purchase of Brandywine Bookmaking LLC, which operates Lucky's Race & Sports books.

On Friday, California Sen. Darrell Steinberg (D-Sacramento) and Sen. Roderick Wright (D-Inglewood) introduced a bill that would allow online poker to be played within the state.

The Internet Gambling Consumer Protection and Public-Private Partnership Act of 2012, also known as SB 1463, seeks to generate "hundreds of millions of dollars" for the state in the fiscal year 2012-13. California is facing one of its most concerning budgetary crises in its history, and many state politicians have looked to online gaming to help get the budget under control.

Upon becoming a law, operators will be able to apply for a 10-year license once the regulatory framework is in place. If approved, operators will pay licensing fees of $30 million, credited against gross gaming revenue proceeds for the first three years of operation.

The bill states that only online poker would be permitted for the first two years of regulation. "After that two-year period, the department may phase in other games allowed under the California Constitution and the Penal Code," the bill states.

Wright has failed in previous attempts to push an online poker bill through the legislature, but recent changes in the Department of Justice's stance toward online gambling help could make this effort more successful.

One roadblock, however, could be the divided tribal casino community in California. Some tribes are open to an online gambling platform, but others fear they won't be able to compete in the market with the giants in the industry. Tribes contribute hundreds of millions of dollars in revenue and gaming compacts to the state and make major donations to political campaigns. Politicians could think twice about moving forward with online gaming if the tribal community is not in full support of the bill.

Williams Hill are planning the grandest of all buy-outs next year with the acquisition of renowned online casino software developer Playtech.

Rumors are rife in the latest casino gambling news, that William Hill – the giant, world renowned sportsbook – are interested in buying out Playtech, one of the world’s leading online casino software developers, next year.

Arguably, the UK’s number one betting operator, William Hill had initially believed they would feel a pinch in profit, due to the UK’s current economic crisis. With an ever expanding business and ninety two percent of its revenue coming from Britain, William Hill is planning on creating two hundred new jobs, in thirty of forty land-based betting shops by the end of the year. This surge in growth has also put forward plans to expand even larger online. Just last May, William Hill bought out the US online sportsbook Brandywine, and has made moves to secure licenses in both Italy and Spain for its own online sportsbook.

Playtech, who are currently in partnership with William Hill, hold a 29% stake in the company, but internal strife amongst themselves have led to discourse, and in 2013, William Hill will legally have the right to buy out the 29% share. A move they are widely rumored to be interested in doing.

Playtech are currently one of the biggest software providers for internet gambling sites, and a successful acquisition of their 29% share would be soon as a major move on William Hill’s part to carve out a significant portion of the online gaming market for themselves.

Impact of a casino on property values a roll of the dice
Almost from the day Las Vegas moneyman Steve Wynn proposed a $1 billion resort casino on land in Foxboro owned by the Kraft Group, some town residents have lauded it as a jobs- and revenue-generator, while others have bemoaned the traffic and unalterable changes it would bring to their quaint New England town.

Also at issue, and much more personal: Would a casino complex with an army of workers and thousands of daily visitors wreck local property values?

Most people count their home as life's largest single investment. Any major development that could affect that investment - positively or negatively - is bound to spur vigorous debate.

A recent local blog entry about a casino's possible effect on home prices attracted more than 100 comments in response.

The comments have ranged from reasoned - debating the merits of a casino - to personal attacks.
Residents and business owners who fear a casino say they already must deal with heavy traffic several times a year from football games and special events at Gillette Stadium.

A resort casino presumably would make smaller but noticeable traffic flows a daily occurence.

Combined with the advent of legal casino gambling, some opponents reason, that could make Foxboro less enticing to potential homebuyers.

While various studies cited by casino proponents appear to say otherwise, some like Rich Owens of the anti-casino group "No Foxboro Casino," has a gut feeling to the contrary.

"If you have young kids and you're thinking of moving to a town, will a casino make you want to come here? I don't think so," he said.

Some of the casino-positive studies and reports have cited rural areas or countywide rather than local comparisons, Owens said, and aren't directly comparable to a development in a suburban environment surrounded by businesses and close to residential neighborhoods.
But, casino backers are just as adamant that a gaming complex and the businesses that come with it are more likely to either be neutral or even boost property values.

"Every responsible study we've seen indicates there's no impact, whatsoever, or a slight increase in property values from a destination casino," said Scott Farmelant, a spokesman for Jobs for Foxboro, a pro-casino group.

Farmelant said property values could actually rise as workers from a casino and related facilities seek housing in the Foxboro area. In addition, revenue generated by a casino and related development could help keep taxes low - a carrot for potential homebuyers.

Critics of the casino proposal aren't so sure.

A casino would come with costs as well as revenue, they say, and additional traffic and safety concerns might adversely color perceptions of their town.

Farmelant says that with the kind of capital investment required for the proposed casino, hotel and related ventures, the developer would have every incentive to build quality into the project that would attract, rather than repel.

"When you're talking about investing a billion dollars, it's not likely that they're going to build the type of project that will decrease property values and not be in line with their interests," he said.

Area real estate brokers are split, too, on the potential impact of a resort casino that proponents say would add 4,000 permanent jobs to the area.

Cheryl Deschenes, owner of Hunter Properties in Plainville, said the additional people and economic activity that would come with the casino could produce an increased demand for housing that might lift property values.

"I think it will help not just at the low end of the market, but at the high end as well," said Deschenes, who speculates that hotel and casino management, as well as rank and file workers, would be in the market for housing.

Re Gibson, manager at Coldwell Banker Real Estate in Franklin, said it's conceivable a casino complex could offset home and real estate values, depending upon how close the properties are to the development.

"If it's close enough that it might be affected by traffic flow, it's possible," she said of a potential casino. "If you're talking about property being devalued because of the 'kind of people it would attract,' I don't think so."

But concluding that a casino will either be neutral or a boon to homeowners seems premature, say skeptics, who note that a smattering of existing studies either show mixed results or are based on areas that aren't directly comparable to Foxboro or western Norfolk County.

A 2005 study by the Rappaport Institute for Greater Boston that drew from data on Native American casinos in 26 states concluded that casinos had a "limited positive effect" on house prices.

Median prices rose about $6,000 in counties with casinos, the report said, but those effects were concentrated in sparsely populated rural counties.

Opponents say that doesn't correlate directly with suburban Norfolk County, with more than 600,000 population. They also say a casino's impact would be felt most directly in Foxboro, rather than across Norfolk County.

"This is a local issue, not a county issue," said Owens with No Foxboro Casino. "I don't see people in Cohasset getting excited about us having a casino here in Foxboro."

In a finding similar to the Rappaport study, the National Gambling Impact Study Commission issued a report in 1999 concluding that counties that introduced gambling showed increased growth in property values as well as employment, income, tourism and recreational opportunities, according to a passage quoted by casino proponents.

However, the sentence preceding that finding notes that the "recent institutionalization of gambling appears to have benefited economically depressed communities in which it is offered."

"Foxboro is not an economically depressed community, so this study has absolutely no bearing on Foxboro," Owens said.

LAS VEGAS, Nevada -- For years, Caesars Entertainment Corp. and other brick-and-mortar gaming companies have approached Internet gambling as a threat to their multibillion-dollar businesses, worried that customers would opt to stay home instead of visiting a casino.

They also pursued legislation that made Internet gambling illegal.

But with the rapid growth of Internet gaming in Europe and a recent U.S. Department of Justice memo acknowledging that only sports wagering is illegal under the federal Wire Act, companies are lobbying for federal regulation of the industry.

Caesars Entertainment Executive Vice President And Chief Financial Officer Jonathan Halkyard said Monday there is a growing consensus among law enforcement, consumer safety and child advocates and the casino industry about the need for reform of federal Internet gaming laws and strict regulation of online poker.

"The status quo was unacceptable before last December's (Justice Department) opinion," Halkyard said. "It's even more unacceptable today."

Halkyard told casino executives gaming regulators, lobbyists and others at the iGaming North America conference at Planet Hollywood Resort & Casino that the company's change in position on online poker has "mirrored that of the American Gaming Association." The conference, which runs through today , has drawn about 550 people from around the world to discuss issues including the economic impact of regulated online gaming, implementing effective social media strategies, and the impact of interactive gaming on tribal casinos.

The Washington D.C.-based trade association in March 2011 called on Congress to enact legislation that would allow states to license and regulate online poker and ensure players aren't being cheated.

He said that "certain regulatory safeguards must be put in place" before online poker can be legal. Halkyard said the games must be fair, offer secure payment, deal with problem gambling and be restricted to adult players.

He said Caesars Entertainment had always advocated for a federal solution.

That position puts the company at odds with state regulators, online poker advocates and other industry groups who see opportunities on a state-by-state basis. California, New Jersey, Iowa and Illinois are among the states now considering legal online gaming.

Halkyard described any state-by-state push to legalize online gaming as a "patchwork set of regulations that is confusing to customers and law enforcement."

He said the Las Vegas-based company supports a federal effort to define online gaming and to provide a regulatory framework for online poker. Caesars Entertainment has applied for a Nevada online gaming license, which is expected to be approved by June, he noted.

The Nevada Gaming Commission in December adopted rules that would let companies apply for licenses to operate in-state poker websites. Caesars Entertainment, Boyd Gaming Corp., Cantor Gaming, Bally Technologies and International Game Technology are among the companies that have applied for licenses.

"Our shareholders' interests wouldn't be served if we didn't look to participate," he said.

Halkyard said a regulated online poker industry would "increase overall industry revenue and profits, not cannibalize them."

Last year New Jersey Governor Chris Christie vetoed the online gambling bill sponsored by Democrat Senator Ray Lesniak after it had been passed by the legislature. Lesniak later introduced another online gambling bill. This time around Lesniak was supported by fellow Democrat Senator Jim Whelan. One of the reasons that Governor Christie had given for vetoing the bill was that he wanted the benefits from online gambling to accrue to Atlantic City land casinos. Therefore Lesniak and Whelan withdrew the benefits going to the horse racing industry from their new bill.

Unfortunately this action has the horse racing lobby up in arms. Lobbyist Barbara DeMarco threatened with filing a lawsuit challenging the constitutionality of expanded gambling in the state. She said that Freehold Raceway and Atlantic City Race Course officials would not support this legislation. Representatives of the Meadowlands Racetrack and the Standardbred Breeders and Owners Association of New Jersey also made their stand against the bill very clear. However, the Senate Government and Wagering Committee passed the bill with three votes in favor, none against and two abstentions. The next move is to bring the bill before the full New Jersey Senate.

Senator Whelan pointed out that New Jersey needed to be the first jurisdiction in the United States to have regulated online casinos and poker. Any delay in passing the bill could mean a loss of first mover advantage. Whelan also added that he is open to discussion with the horse racing lobby, but does not appreciate their "do this or else" attitude.

Governor Christie also responded to the passing of the online gambling bill in the Senate Committee. He said that he was greatly interested in the bill and was hoping that the concerns he had raised while vetoing the last bill had been addressed. He knew that members of his office were in constant touch with Senators Lesniak and Whelan and their staff, but he had not yet been briefed on the issue.

Meanwhile, Assemblyman John Burzichelli, who is also the vice chairman of the Regulatory Oversight and Gaming Committee, raised the bogey of a state-wide referendum. He said that this was under consideration and opinion from an expert on the state Constitution was being sought on whether there exists a legislative requirement of going to the voters. According to the state Constitution, no gambling can be conducted outside of Atlantic City except betting on horse racing and buying lottery tickets. Lesniak has in the past said that requirement was met by locating the online gambling servers in Atlantic City.

A state Senate committee advanced a bill Monday that would allow online casino gambling, despite opposition from the horse racing industry that included the threat of legal action.

Gov. Chris Christie vetoed online casino legislation that reached his desk last year, citing several concerns, including a component that would dedicate some of the new revenue to horse racing purse subsidies. Christie said the benefits should go to the Atlantic City casinos.

Bill sponsors Raymond Lesniak of Union County and Jim Whelan of Atlantic County, both Democrats, agreed to delete the help for horse racing, prompting racing lobbyist Barbara DeMarco to say the change could lead to a lawsuit challenging the constitutionality of the expanded gambling.

Representatives of the Meadowlands Racetrack and the Standardbred Breeders and Owners Association of New Jersey also said they don’t support the current bill, citing its impact on horse racing betting.

“We believe it will draw from existing wagering pools,” said Tom Luchento, president of the horsemen’s group.

DeMarco testified that Freehold Raceway and Atlantic City Race Course officials don’t like the legislation, either, adding that “undoubtedly the racing industry will push to have a constitutional amendment.”

DeMarco’s comment set off Whelan, who said a delay could be costly in New Jersey’s bid to have first-in-the nation online poker and other games.

“I feel like I’m being blackmailed,” Whelan said. “I‘m open to discussion but I don’t like a gun being put to my head and being told, ‘You will do this or else we will blow this whole thing up.’”

Christie at a news conference on a separate topic said administration members are “in constant meetings” with lawmakers and their staffs on the proposal, though Christie said he hasn’t been briefed on the progress.

“I have great personal interest in it and want to see what they’re working on and hope we get to a point where we can overcome some of the concerns that I had when the bill was passed before when I issued a conditional veto,” the Republican governor said. “We’re in constant meetings. We had a great meeting with Sen. Lesniak last week. He’s working hard with us.”

The Senate Government and Wagering Committee passed the bill in a 3-0 vote with two abstentions despite the warning from the horsemen.

Bally Technologies and Aristocrat Technologies are teaming up to offer the same third-party poker networks to operators once internet gaming is legalised in the US.

The two companies will offer their poker networks as part of their business-to-business internet-gaming solutions for US operators.

Both are offering i-gaming platforms with an integration to their back-end core system solutions, while providing operators with the flexibility to choose best-in-class applications from multiple suppliers around the world - Bally through its recently announced acquisition of Chiligaming’s i-gaming platform and Aristocrat through its exclusive collaboration with GameAccount Network.

Under the strategic alliance, Bally and Aristocrat plan to secure arrangements with leading poker providers that will then be integrated into their i-gaming platforms. Advanced discussions with several poker providers are under way.

“By teaming up, Bally and Aristocrat can source and integrate with the strongest online poker product, specifically tailored for this market, which can help our customers maintain their leadership position in both land-based and online gaming,” said Richard Haddrill, Bally’s CEO.

A top lobbyist told more than 350 gambling regulators and operators Wednesday that commercial casinos want a fair shot for everyone when it comes to online gambling — not a leg up over state lotteries, American Indian tribes and others jockeying to be first in line.

Though many officials across various sectors of the gambling world think Americans will somehow be able to gamble online someday, nobody knows exactly when or how that will happen — or who will offer the games.

The uncertainty and variety of possible legislative maneuvering has underscored divisions, but CEO Frank Fahrenkopf of the American Gaming Association said Wednesday that the betting world doesn't need to be split.

"I try to tell our lottery friends this all the time ... that every form of legal gaming must be treated the same and fairly," Fahrenkopf said. "No one gets a leg up on anybody else. That's been our position all the way through."

Tribes are widely split on what to do, but are overall looking to fiercely protect one of few means to producing wealth for their people.

Fahrenkopf said in an interview after his remarks that he thinks casino companies would be fine competing state by state.

"We're not there yet," he said."

Fahrenkopf's unusually animated comments came at the start of the Gaming Laboratories International Rountable in Las Vegas, where tribal and state regulators from Canada, Curacao, Puerto Rico and 32 U.S. states, including California, Arizona, Texas, Iowa and New York were in attendance.

Fahrenkopf said the only way to be fair to all is to pass a federal bill that in part shuts down some 2,000 websites that currently offer illegal online gambling to Americans.

"Tribes are never going to agree that they've got to go to a state government to get approval to run something, so you have to have the federal government involved to be the agency to work with tribes on licensing and regulation," he said. "So you need a federal presence."

He said that while arguments can be made for legalizing all casino games online, including blackjack and slots, trying for more than poker would make any bill lose key support in Congress.

Fahrnekopf said his group is holding out for a proposal that can best please everyone, but it'll be tough to pass a law before the November elections given campaigning and posturing between Republicans and Democrats in Washington.

"This is an industry that depends on luck," he said. "We gotta be lucky."

Two bills that would allow state residents to try their luck in Atlantic City’s casinos via the Internet are advancing in the state’s Legislature.

In the Senate State Government, Wagering, Tourism and Historic Preservation Committee, lawmakers approved a bill Monday that would allow New Jersey residents to place Internet wagers with Atlantic City’s casinos. In the Assembly Regulatory Oversight and Gaming Committee the same day, committee members took testimony on a proposed state constitutional amendment that would legalize Internet gaming, but held off on any vote.

The Assembly gaming committee did approve a bill that would allow casinos to have wireless casino games, a vote that follows earlier approval by the Senate gaming committee.

Assemblyman John Burzichelli, D-Cumberland, Gloucester, Salem, explained that the Internet bills are the “two tracks” lawmakers are taking on this issue. Burzichelli said lawmakers were waiting to hear from the state Attorney General if the matter needs to go before the voters.

Sen. Jim Whelan, D-Atlantic, said he hoped the legislation would be approved in the spring.

Gov. Chris Christie vetoed legislation last March that would have legalized online wagers, citing state constitutional concerns. The state constitution currently limits wagering to Atlantic City, except for horse racing, lottery, raffles and bingo, and any expansion generally requires that voters amend the constitution.

However, the federal Justice Department declared in December that the federal Wire Act of 1961 banned online sports betting, but did not prohibit states from selling online lottery tickets.

Christie has since indicated he supports moving the state toward legalizing online wagering.

Since then, lawmakers have taken steps to lay down the regulatory framework for legal Internet wagers, introducing one bill that amends the constitution to expand gaming alongside another bill that directly authorizes Internet gaming.

In the Senate gaming committee, lawmakers approved the legislation 3-0 with two abstentions after horse racing interests objected that the bill excluded them and could potentially undercut their revenues.

Bill sponsors Whelan and Sen. Ray Lesniak, D-Union, said the proposal could make New Jersey the American home of international firms that already provide Internet wagers.

“There are very few states that are as positioned as New Jersey” to benefit, Lesniak said.

But Barbara DeMarco, a horse racing lobbyist for Porzio Governmental Affairs, said both the Atlantic City Race Course and the Freehold Raceway oppose the bill.

She said the state has a great opportunity, but without the tracks included, “I would just hate to see a (legal) challenge to this.”

“I feel like I’m being blackmailed. If you don’t do this, we’re going to put a gun to your head, and we’re going to screw it up for the entire state of New Jersey, and then what will happen is we will have Internet gaming, but it will be based in Maryland or Delaware and everybody loses,” Whelan responded.

In the Assembly gaming committee, lawmakers took testimony but held off on the vote.

Burzichelli explained that lawmakers are taking the two tracks because they want to know what Christie wanted to do.

Behnam Dayanim, a Washington, D.C., attorney with Axinn, Veltrop & Harkrider, explained that regardless of where the player was, they were essentially “viewing” the action that was taking place on the virtual table. That virtual table was located on computer servers located in Atlantic City, and thus, he argued, there was no need for a constitutional amendment.

The technical discussion about where the bet takes place is where this entire game is at the moment,” Burzichelli said in the hearing. “Is it in Atlantic City, or is it in Cherry Hill, New Jersey? Your testimony today is suggesting that in fact it is in Atlantic City because that’s where the transaction is with the person sitting in Cherry Hill.”

The Assembly gaming committee also approved legislation that would allow casino patrons to play approved games on wireless electronic devices, like an iPad, while at the casinos.

The bill, a cleanup of last year’s historic gaming deregulation bill, would also make a number of technical changes, as well as allow up to $200 million in state tax credits to companies that build large nongaming developments, under certain circumstances.

The bill now goes before the entire Assembly for final approval.

A similar bill cleared the Senate gaming committee and now seeks a vote in the full Senate.

Lawmakers hope this provides more revenue to the resort’s casinos. Nevada has had legal wireless gaming since 2005.

A top lobbyist told more than 350 gambling regulators and operators Wednesday that commercial casinos want a fair shot for everyone when it comes to online gambling - not a leg up over state lotteries, American Indian tribes and others jockeying to be first in line.

Though many officials across various sectors of the gambling world think Americans will somehow be able to gamble online someday, nobody knows exactly when or how that will happen - or who will offer the games.
