Legislation in the House is likely to be introduced this spring. Senate Majority Leader Harry Reid, D-Nevada, whose long-advocated federal legislation never got introduced last year, is working behind the scenes to form a coalition to support the measure.

Similar efforts by Senate Majority Leader Harry Reid and former Senator Jon Kyl, R-Arizona, backed by the casino industry, fizzled last year. The Reid-Kyl bill faced stiff opposition from Republicans and several states’ governors and others who felt it unfairly favored Nevada by giving it too much regulatory clout and a cut of the regulatory fees.

Congressional efforts have picked up as more states move forward with their own bills. New Jersey Governor Chris Christie signed legislation on Feb. 27 authorizing online gambling in an attempt to help the state’s struggling casino industry and generate casino tax revenues.

New Jersey is the most populous state to approve online gaming, following Delaware and Nevada. Many others are considering it. An Illinois senate committee filed a bill earlier this week that could authorize online gambling there.

Several states are also trying to figure out how to band together to attract more gamblers.

Proponents of a federal law say it would create uniformity and impose safeguards against fraud, while opponents say it would usurp states’ power and siphon off badly needed revenues.

Prior federal efforts have also drawn steadfast opposition from religious groups such as the National Association of Evangelicals and the Southern Baptist Convention, which blasted the draft legislation circulated last year.

That effort was sidetracked as both parties concentrated on the election, gambling executives and political officials said. Reid and Senator Dean Heller, R-Nevada, say they intend to try it again.

“We should have done it on a federal level … we are going to try to figure out a way forward,” said Reid at a recent press conference.

“Senator Heller believes federal legislation for online poker is crucial, and will continue to work with Senator Reid and like-minded colleagues to get a bill passed,” said Chandler Smith, Heller’s communications director.

To date, proposed federal legislation has sought only to regulate Internet poker and prohibit other forms of online gambling.

New Jersey’s legislation allows for a broad array of games, including online slots, blackjack and other table games. The state plans to take 15 percent of the amount won by online casinos from players within its borders. Nevada intends to keep 6.7 percent.

Nevada is expected to be the first state to go live with online gaming, likely by summer, according to regulatory and industry experts. The state will only allow poker.

Draft federal legislation over the past few years would divide tax revenue between the federal government and states where the bettors reside and the state where the legal website is located. Some proposals allow the federal government to take 5 percent to 10 percent of the tax revenue.

According to the American Gaming Association, about 85 countries have legalized online gambling and an estimated $35 billion is being bet worldwide online each year, including by millions of people in the United States.

AGA projects the U.S. market to reach $10 billion a year by 2017 from about $4 billion in unauthorized gambling in 2011.

Caesars and other large casino operators like MGM Resorts International Ltd have long promoted federal legislation, as it would offer a larger, more uniform and liquid market.

“We will be prepared with our offerings for Nevada and hopefully New Jersey,” said Seth Palansky, a spokesperson for Caesars Interactive Entertainment. “But there is still time for Congress to step in and provide a federal solution.”

Opening up the Australian online gambling market to more legal betting avenues will not occur until Australia has uniform harm minimisation and consumer protection guidelines, the federal government says.

More than $1 billion is estimated to be punted on 2200 illegal overseas gambling websites by Australians every year, with growth expected to continue strongly.

Online casino-style games, such as poker, are banned in Australia and a suggested five-year trial of online poker will not go ahead, Communications Minister Stephen Conroy says.

On Tuesday the government will release the final report of a review of the nation's interactive gaming laws. The report makes 30 recommendations for governments to consider, but at this stage the federal government is only pursuing a national standard on harm minimisation and consumer protection.

South Australian independent senator Nick Xenophon said the nation needed to deal with the harm caused by online gambling right now.

''You can't play online poker machines or online casino games, legally, but you can have online betting, including micro betting or ball by ball betting,'' he told Fairfax Media's Breaking Politics program.

''That's the sort of thing we need to toughen up in terms of the promotion of that, having it in your face, the Tom Waterhouses of this world being able to promote themselves in front of an audience that includes lots of kids is a real issue.''

Senator Xenophon added: ''There is something seriously wrong when more and more kids across the country are quoting the odds of a game rather than how a player is going or how their team is going.''

He said the ''next tidal wave'' would come from online gambling.

''We've got a situation where the Interactive Gambling Act was passed back in 2001; it's 10 years old [but] it may as well be 100 years old because the industry has managed to advance in leaps and bounds in the way they promote their activities.''

The report says any trial of new gaming avenues, such as low-risk poker tournaments, is contingent on a national standard being introduced first.

The standard should be developed by state and federal governments and Senator Conroy says the government has written to state and territory governments to begin work on harmonising laws.

''The government will not be pursuing the recommended changes relating to the trial of online tournament poker or 'in-play' sports wagering,'' Senator Conroy said.

''A nationally consistent approach to harm minimisation and consumer protection needs to be agreed before those recommendations are given further consideration.''

The standard should include the setting up of a national self-exclusion register so punters can ban themselves from multiple sites, not just individual providers, the report says.

Online punters should also be given the chance to preset how much they are willing to lose, limiting the number of bets they make, to set deposit limits; and there should be stricter rules around lines of credit and a crackdown on inducements that can be offered by online gambling groups.

A plan being considered is limiting the payment of commissions to third parties that encourage people to open new online gambling accounts.

Punters would also get easier access to personal data about their gambling behaviour so they can track losses, and targeted warning messages alerting them to behaviour that is indicative of addiction.

''By using overseas-based online gambling services, Australian consumers cannot guarantee that their personal information will be used securely and appropriately,'' the report says.

Other recommendations made in the report include banning controversial micro-bets - betting on an individual point in tennis or ball-by-ball play in cricket - from the internet but also at physical outlets, to be done by state governments.

The report emphasises education on what is legal in Australia. Many punters do not know what is legal here and enforcement of prohibited overseas websites is difficult, so a public register, to be run by the Australian Communications and Media Authority, of illegal sites is recommended.

On gambling advertising, the report says the industry should develop a code of conduct and backs the networks' commitment to reduce odds references during broadcasts.

Moreover, the three U.S. states differ in terms of what their respective laws consider as legal Internet-based gambling. The State of Nevada for one recognizes only online poker, to which other U.S. states may follow suit in the event that gambling online becomes legal in their jurisdiction. In New Jersey, the law considers sports betting activities as illegal, while some U.S. states specifically prohibit video slot machines. Moreover, payment processors, banks and other financial institutions must also look into interstate compacts, including the extent by which each state will allow its residents to engage in state-to-state Internet gambling.
