Up to two weeks by post. You can also order by a courier, but this will cost you. After I was blocked once, I got a new one in 3 or for days.

2,9 %, but if you are using different currencies, it might be 2.9+2.9... You can also change your card for free sometimes.

For those who are traveling and using Neteller.

There was a few cases, when Neteller was blocked if you changed country 2-3 times. Then clients needed to call, because their security system activated and it was considered the card was stolen...
If you are traveling, email [email protected], send 4 last numbers of your Neteller, your travel date. And they will mark that on their system. So you don't have any problems 😁
