Yes he can , ofc if u made autoaccept
They can even charge (they was sending emails that there are no money getting charged), who this year created account is taken for a long time of inactivity, even if they blocked the ACCOUNTS

I have such issues. Just registered on Skrill, and to send money to a friend noticed that need to write Email and name surname. This is for example. Now, I'm going to get money, so I need to write only email (such as PayPal) or even full name? Or ID number?
