Hello guess, yes you can, new Skrill customers are automatically tracked to your Skrill account when they click your referral link and sign up.

Hi idlepick, your balance represents the total amount notionally available to you, assuming you have no current or outstanding transactions. Your Available balance represents the balance on your Skrill digital wallet less the sum of any Skrill Card authorisations that haven’t been settled yet.
Your available balance represents the maximum amount you can currently spend using your Skrill Card. Also remember that your account limits and the card limits also apply.

My eperiences with skrill not very good, I think it's the worst customer service with no resolution to over a 4 figure sum transferring from my account without authorization. They were notified without 24 hours and when they decide to do anything about it, they say the funds are out of there system so cannot recover or refund. Worst company I have ever known. I will never recommend them to anyone ever again and will not be using there unsafe service again.
