The Fairfield City Council approved the new city ordinance at its meeting Tuesday night, which would prohibit “simulated gambling devices.” The council approved the first reading of the ordinance and discussed the issue during its July 7 meeting.
The new ordinance takes the place of a temporary moratorium on simulated gambling put in place in Fairfield in 2013. That ordinance was set to expire on Sept. 3.
The council defined a “simulated gambling device” as “any device that is available to play or operate a computer simulation of any game, where the play or operation of the device may deliver or entitle the person or persons playing or operating the device to a payoff or potential payoff...” according to the city staff report.
Many Internet sweepstakes cafes, sometimes called “cyber cafes,” offer these gambling games, which often mimic the experience of slot and video poker machines, according the report.
“Carefully designed to take advantage of state sweepstakes laws and to avoid state antigambling laws and gambling licensing restrictions, these businesses advertise and sell a product — usually Internet time or long-distance telephone minutes — that are of minimal interest to the customer,” the report reads.
