The British government is looking to add restrictions to online gambling operations with the United Kingdom and abroad in an attempt to regulate the £2 billion-a-year industry.

Legislation introduced by sport and tourism minister Hugh Robertson aim to make foreign-based gambling operators accountable to the same standards as those based within the U.K.

One of the provisions of the new bill, the first attempted by the government since 2005, is to make foreign-based gambling operators inform the British government about suspicious sports betting patterns in order to be licensed to take wagers from British citizens.

The last piece of gambling legislation, passed in 2005, "is not working as well as intended and has become unsustainable," the government said.

The provisions of that law made it so that online gambling operators to be licensed if they were based in the U.K., which forced many of the top online gaming companies, such as Ladbrokes and William Hill, to set up their operation in countries with low-tax regimes, giving the UK very little influence over online gambling.

Locales such as Gibraltar and the Isle of Man have more appeal to online gambling sites and may not require operators to report suspicious gambling activity.

"These proposals will ensure that British consumers enjoy consistent standards of protection, regardless of where a gambling business is based, and will also help the fight against illegal activity and corruption in sports betting," Robertson said.

The legislation comes as new gambling jurisdictions are emerging across Europe. The new gambling sites have begun targeting British consumers, but without governmental oversight, exceedingly little is known about the level of consumer protection and regulation that the sites provide.

"It is a step in the right direction, but, we will want to see how it will be policed and how it will be enforced to ensure that people are protected from those operators who will seek to get around the new regulations," said Shadow Sports Minister Clive Efford.

Slightly fewer than 300 licenses have been issued to around 200 operators since the law was enacted seven years ago. According to Gambling Commission Chairman Philip Graf, that amounts to only about 20 percent of online wagering done by British consumers.

As things stand, the commission "cannot insist on overseas operators providing us with information about suspicious sports betting transactions," Graf said.

The legislation is expected to create consolidation in the online gaming industry and may favor the bigger operators. Foreign-based operators seeking a license will also be expected to pay fees and contribute toward the treatment and education around gambling problems. The license will be necessary for the operators to transact with British customers and advertise to them.

The Assembly vote on Monday was 48-25 — down from a 63-11 vote for the previous version, which included up to $30 million in horse racing purse subsidies. Christie, who opposes any racing subsidies, had cited that clause as one of several reasons for the veto.

Casino gambling is “another nail in the coffin of horse racing,” Gural said, because it creates even less incentive for gamblers to go to the track and because those who bet on horse racing online likely would divert some of their spending to other forms of online gambling.

Gural has said that he does not object to the state offering online poker — the most common form of online casino gambling — because he considers that a game of skill.

“But allowing people to play slots in their bedroom is a dangerous thing to do,” Gural said.

Paris was the venue for a meeting between European regulators from Spain, Germany, Italy, Portugal the U.K. and France. On December 11 and 12, recently the informal meeting took place for the online gambling regulatory organizations to discuss issues concerning the industry in the Euro jurisdiction.

A statement issued by the French Regulatory Authority read that the reason for the discussions was to illuminate, "national and European perspectives of online gaming industry," There was consensus that online gambling could increase the risk to security. Regulators have agreed that some unification of frameworks and better communication was needed to better regulate the industry and market. A more regulated unified system at a pan European level was called for The participants all agreed on the fact that gambling can increase the risk of insecurity. Regulators therefore need to find an agreement to optimize exchanges to better regulate the market. The establishment of a system of regulation at the European level it should be possible.

The French regulator ARJEL made sure the German delegates contribution was acknowledged as well as the contributions from the United Kingdom’s Gambling Commission. This informal discussion among some of Europe’s top regulators was designed to bring to the table many of the problems facing new regulatory bodies which have created frameworks that haven’t complied with European Commission suggestions. France for example has taxed their licensed operators to high resulting in many of them exiting from the online poker market in that jurisdiction, resulting in a decline in revenue for the French regulator ARJEL.

Germany’s online gambling Inter-State Treaty, which is only applicable for sports betting and considered unfair by operators in Europe was also discussed openly. Italy’s regulator AAMS, lead by Luigi Magistro said he would continue as planned and would support resolution of problems in other domains. Nothing concrete was established as yet but the regulators plan to continue to exchange ideas. They will meet again in Spain next summer and later in Italy to further discuss a more unified framework for online gambling in Europe.

Residents of the state of New Jersey, and indeed gambling fans across American, will be pleased to hear that internet gambling has moved a step closer to being a reality within the state.

On Monday this week the Assembly approved a proposal which would allow casinos in Atlantic City to accept bets from the internet, not only from residents of the state but also from residents of other states as long as the activity is allowed by federal law.

Now the proposal will go to the full Senate for consideration.

However, a Senate vote has not yet been scheduled and could be a while coming.

For a while now New Jersey has been trying to increase the types and amount of legalised gambling it offers, both on and offline.

The state is also trying to move forward with sports betting, however, this is being held back at the moment by a federal lawsuit filed against the state by the major professional sports leagues and the NCAA.

They are worried that legalised sports betting increases the risk of corruption within their respective sports.

However, the approval of the latest proposals by the Assembly is definitely a step in the right direction.

Since Friday, Hollywood has been scrambling to changes its lineups, mindful of how the tragedy in Newtown has affected Americans. But so far, the changes–rescheduling TV shows with sensitive content, canceling or delaying movie premieres– appear more like a moment of silence from the entertainment industry than signs of serious introspection. Paramount removed a violent scene from the “Jack Reacher” trailer, but it will remain in the movie, which is still scheduled to release this week. The Weinstein Company canceled the premiere for “Django Unchained,” but the grisly Western is still due out on Christmas Day.

Many have remained skeptical that the shootings at Sandy Hook would affect the entertainment industry in any meaningful way–possibly because those in the industry don’t believe it should and possibly because we’ve heard this kind of talk after previous massacres. Martin Kaplan, director of the Norman Lear Center for the study of entertainment and society at the University of Southern California, told the New York Times, “What you hear from the industry is this: violence has always been a part of entertainment, back to Sophocles and Shakespeare and Edgar Allan Poe.” The industry’s logic, he explained, is this: “Why should modern entertainment deprive itself of a universal and timeless element of storytelling?”

But this morning, five days after the shooting, President Obama hinted at possible long-term changes when he announced that vice president Joe Biden will head a new task force in charge of curbing gun violence in America and examine ”a culture that too often glorifies guns and violence.”

The comment has reignited an age-old debate among politicians about the entertainment industry’s role in promoting violence–though so far, it’s being aimed almost entirely at video games, as some claim that Newtown shooter Adam Lanza played Call of Duty and Starcraft before the shootings.

“The violence in the entertainment culture — particularly, with the extraordinary realism to video games, movies now, et cetera — does cause vulnerable young men to be more violent,” said Sen. Joe Lieberman, I-Conn.

NRA-friendly Sen. Joe Manchin D.-W.V.,who is so far “not supporting a ban on anything,” said ”Look at Grand Theft Auto, put out by Rockstar Games in New York City and see what it promotes.” He later added, “Shouldn’t that be looked into and maybe be banned?”

Colorado Governor John Hickenlooper noted, ”There might well be some direct connection between people who have some mental instability and when they go over the edge — they transport themselves, they become part of one of those video games.” The link between video game and actual violence, however, remains unclear. As the AP notes, “It’s unlikely that lawmakers will pursue legislation to regulate the sales of video games; such efforts were rejected again and again in a series of court cases over the last decade.” Senate Commerce Committee Chairman Jay Rockefeller, however, intends to change that. Rockefeller has introduced a bill that would require the National Academy of Sciences to investigate whether a measurable link between “violent programming” in video games and violent behavior exists, arguing that “we need to do more and explore ways Congress can lay additional groundwork on this issue.”

For now, however, immediate change in the entertainment industry might come from consumers themselves. CNN notes that some of its readers are opting not to buy violent video games for their children. One reader acknowledged that for most people, video games don’t have a profound effect. But “for the mentally unstable, these fantasy scenarios are fueling the violence, and being re-enacted in real life.”

The state Senate today gave final legislative approval to a bill that would allow gamblers to bet on casino games in Atlantic City over the Internet.

"By allowing casinos to tap into the burgeoning trend of Internet wagering, we can put New Jersey at the forefront of this lucrative gaming market and give our casinos the competitive edge they need in the current economic climate," a sponsor of the bill, Sen. Raymond Lesniak (D-Union), said in a statement.

Under the bill, licensed casino operators or their Internet gambling affiliates would be able to set up and operate Internet wagering, allowing state residents to place bets on casino games without being on the casino floor. The servers would be located in Atlantic City and the casino would have to verify players are physically present in the state to comply with federal law.

The bill would allow Internet gambling on the same kind of games already available on gaming floors. An identical bill passed the Assembly on Monday.

Though Congress won't deal with a proposal to legalize Internet poker this year, the issue will not go away. With the fiscal cliff and other financial matters dominating Washington, Les Bernal of Stop Predatory Gambling says proponents have decided to shelve the bill for the lame-duck session ( see related story). But that does not mean it is off the table for good.

"You can count on no matter where you live in the country, no matter what your state is, these Internet casino efforts in partnership with government are going to continue to try to push casino gambling into every home in America, every smart phone in the country," Bernal asserts. "The fight's just beginning."

He contends proponents are trying to soft-pedal the issue, saying Internet poker is harmless. But the truth, according to Bernal, is it is just one step forward to turn the gambling industry loose on entities like Facebook.

"Tens of millions of American young people use Facebook every day as a way to communicate. In countries like Great Britain, where they've legalized online gambling, Facebook is now a medium for young people, underage people to be gambling every day with high frequency," the Stop Predatory Gambling national director notes. "And you're seeing this epidemic now of gambling addiction amongst young people in Great Britain."

Bernal is certain Internet poker is just a venue to open the door for full-fledged online gambling in the future. Still, he hopes people will continue to press their elected representatives -- national and state -- to get out and stay out of the gambling business.

State Sen. Rod Wright, D-Los Angeles, has introduced legislation that would legalize and license online gambling in California.

Wright, the chairman of the Senate committee that oversees the gambling industry, has overseen efforts to license some form of online gambling in the state.

But deep divisions among tribes with casinos and other gambling interests has blocked previous legislative efforts, including measures by Wright.

A pair of successful Inland Southern California tribes with casinos — the Morongo Band of Mission Indians near Banning and the San Manuel Band of Mission Indians near San Bernardino — had been part of a consortium with several other tribes and card rooms pushing a proposal to legalize online poker.

The Netherlands currently maintains an outright monopoly on casino and online gambling. In order to foster competition, the Netherlands intends to sell off its casino monopoly, Holland Casino, and legalize online gambling.

The decision to sell Holland Casino and legalize online gambling, such as online pokies, was made by the new coalition government of the Netherlands that was sworn into office in November.

Justin Franssen, a VMW Taxland attorney that specializes in the gambling industry told Reuters that it is unclear whether the government will sell the casino outright or if there will be an initial public offering.

The Netherlands’ casino industry lacks the renowned splendor of the Las Vegas scene but Holland Casino still boasts 14 locations throughout the country, particularly in larger cities and tourist locales such as Amsterdam and Rotterdam. Holland Casino currently brings in around a million visitors per year and takes in a profit of approximately 3.8 million euros from over half a billion euros in revenue.
On the whole, the Netherlands attracts around 11 million visitors each year.

Amsterdam, the Dutch city famous for canals, exceptional museums, and marijuana brings in more than five million visitors every year. For added perspective, the 14 Holland Casino venues bring in the around the same number of visitors as the house where Anne Frank composed her famous diary about hiding from Germans during World War Two but far fewer visitors than the Van Gogh Museum.

Frassen, the attorney at VMW Taxland, did not provide an estimate as to the value of the casino business, but that local arcade operators in addition to U.S. and British companies are interested in the sale. In addition to ownership opportunities, the sale of Holland Casino should provide opportunities for management consulting and financial advisory firms. Online gaming companies and entrepreneurs will benefit from the legalization of gambling websites. Consumers benefit from being able play certain games online, such as online pokies.

Holland Casino currently intends to reduce its current workforce from approximately 4,000 employees, by 10 percent over the next two years. The workforce reduction is being attributed to the weak Dutch economy and a decrease in consumer spending. The reduction in workforce is expected to save 50 million euros a year in costs.

CBS TV Studios in the very early stages of a new version of the classic series The Twilight Zone.

Bryan Singer (X-Men) is attached as executive producer. There is no writer and or network attached at this time. So this project could fade away. But the development wheels are turning.

Creator-host Rod Serling’s original 1959-64 edition of The Twilight Zone is considered one of the best shows of all time. Attempts to revive the series have largely struggled — there was a 1985 edition that ran for three seasons (two on CBS, one in syndication), and another in 2002 on UPN that lasted only one season. There’s been a second Twilight Zone movie mired in development for several years, too, with Leonardo DiCaprio attached as executive producer. The film is reportedly about a test pilot who returns to Earth after an experimental flight to discover it’s 96 years in the future. Yet a potential revival of this ground-breaking anthology show for television now makes sense. Sci-fi and horror series are delivering big ratings (AMC’s The Walking Dead, NBC’s Revolution) and there’s several other genre projects coming to the small screen (NBC’s Hannibal and Dracula; CBS’ Under the Dome). Networks have become less squeamish about edgy content, too, which has helped producers more realistically depict dark subject matter. Plus, FX already took a step toward successfully reviving the anthology format by launching American Horror Story, a drama with close-ended seasons.

What’s tough to replicate is Serling’s genius and the freshness of the concept. Twilight Zone episodes were famous for their twist endings. But the show was so skilled at mining the tropes of the genre, any writer tackling horror/sci-fi and attempting a twist can find a famous TZ episode that did it first (The Twilight Zone is to genre programming what The Simpsons is to animated family stories — “Twilight Zone did it!”).

In a way, the best and most popular revival of the spirit of the original Twilight Zone wasn’t an anthology show at all, but ABC’s Lost, whose writers cited the classic series as a strong influence.

Zynga shareholders are cashing out their chips as lady luck appears destined for Atlantic City.

Shares of Zynga today slid 3% as the prospects of real money online gambling in the U.S. moved closer to reality for its brick-and-mortar casino rivals. Zynga is making a bid for gambling in the U.K. and the U.S., but New Jersey's Atlantic City may get there faster.

A New Jersey bill that would allow online gambling on casino games in Atlantic City was approved by the state's Senate on Thursday. The bill would permit state residents to gamble over the Internet with licensed casino operators or their Internet gambling partners.

"If New Jersey's casinos wish to compete in the 21st century, we have to give them the freedom to adapt to a 21st Century marketplace," said Senator Raymond Lesniak, D-Union, in a statement.

Zynga shares lost 9 cents at $2.30 in midday trading.

Zynga has filed an application for a license with the Nevada Gaming Control Board, a process that could take up to 18 months. The social games giant is also seeking a stake of virtual casino dollars in the U.K., under a deal with Bwin.Party Digital Entertainment that would bring real money poker and casino games, starting in 2013.

Zynga operates a wildy popular online poker game. Its Texas HoldEm Poker doesn't permit, and can't under current laws, real money gambling. The game boasts 6.7 million daily active users, according to AppData.

Yet Zynga's path toward real-money gambling remains an uncertain jackpot. The games giant is going to spend years trying to get a share of the highly competitive market, says industry consultant Tadhg Kelly. "There are hundreds of players that know the industry backwards."

Legalization of online gambling is coming, industry experts agree, and some say it will happen in the next few years.

Federal legalization of what’s often called “iGaming” would have huge implications for Washington state’s 30 Indian-run casinos, which employ 27,000 people and bring in more than $2 billion per year in revenue.

Legalization also would affect the Puget Sound region’s fast-growing online gaming companies, many of which already offer popular casino-style games without the cash jackpots that would make them illegal under current law.

While the tribes lobby politicians to be included in the potential bonanza from legalization of full-blown online gambling, many of the local gaming companies are already raking in huge profits on social online casinos — even without full gambling.

In fact, a November study by Morgan Stanley researchers predicted the social gaming industry would grow to $2.5 billion in 2015, from $1.7 billion this year. Social casinos are built on top of platforms like Facebook and allow users to play online with friends. Players can buy virtual chips with real money, and then bet those chips playing poker or slots — but cannot cash out their chips for real money at the end.

Several federal bills have been drafted to legalize online gambling with real cash stakes, and, while Washington Indian Gaming Association President W. Ron Allen said he doesn’t expect anything to be pushed through during the current lame-duck session of Congress, it’s likely bills will be proposed next year.

“Online gaming proposals are of great concern of the tribes,” Allen said. “We have to keep a watchful eye on it, make sure it’s respectful of the tribes.”

A California lawmaker has resurrected a long-stalled proposal to legalize Internet poker and other online gambling to bring up to $200 million annually to the state coffers, but some Indian casino operators are betting it will once again fall flat.

State Sen. Roderick Wright (D-Los Angeles) has introduced SB 51, which would have the state issue five-year licenses to operate Internet gambling websites, with eligible bidders including Indian tribes, card clubs, horseracing associations and online advanced deposit wagering sites.

Wright has introduced similar bills since 2009 and they have never made it out of the Senate committee he chairs that oversees gambling in the state. Earlier this year, a coalition of card clubs and Indian casinos called the California Online Poker Assn. disbanded amid frustration that the issue remained gridlocked.

The California Tribal Business Alliance does not like that the new bill continues to allow card clubs and others to run sites that might take business away from brick-and-morter Indian casinos with exclusive state rights to electronic games.

"It gives no nod to Indian sovereignty or to our current exclusivity," said David Quintana, political director for the alliance, about the bill. "I think that bill is going to have to be dramatically changed to move forward."

New research shows that Germany and the UK have taken the lead in the online social gambling market. The research showed that not only is the UK and Germany in the lead, they are set to stay there for a while to come.

“Socialnomics” conducted the research and found that in the UK and Germany around 20% of online casino gaming is conducted via a social network.

As social networks are still on the rise, it makes sense that there will be an increase in social gaming.

At present there are 81 million social gambling players and the number is expected to rise much higher.

Research from Transparency Market Research showed that by 2015 there will be a 44% growth in the industry. This could mean that there will be over a billion social gamers, already over 1 billion hours of social game play happens each month.

Facebook is by far one of the most popular platforms to play on, at present more than 60% of the social network gamblers log on at least once a day to play. More astonishing is the fact that 15% of the entire British internet market is consumed only by social media gaming. The only question is, how much more will the industry grow.

In the late-1990s, Michael Philip O’Brien swiveled around the stage at Hatboro-Horsham High School as the title character in “Bye Bye Birdie.”

Among the ensemble of little kids from Sweet Apple, Ohio, was fourth-grader Ben Michael, who said he “was just doing it because my sister had done it.”

If you missed them then, or a couple years ago at the Bristol Riverside Theatre’s Woodstock anniversary tribute, or more recently in the Walnut Street Theatre’s “Fiddler on the Roof,” they’re back together in the Walnut’s Independence Studio on 3 production of “Plaid Tidings” through Dec. 30.

In the sequel to “Forever Plaid,” a goofily earnest deceased singing group returns from the afterlife, at the urging of Rosemary Clooney, to bring holiday joy to the world with numbers such as “Mambo Italiano” and “Have Yourself a Merry Little Christmas.”

Michael, a bass-baritone, plays Smudge, the Plaid who can’t get his dance moves right, and O’Brien, a tenor, portrays Sparky, whom the actor describes as “the clown of the group.”

Like its parent production, “Forever Plaid,” “Plaid Tidings” demands adept handling of barbershop quartet-style close harmony. When the Plaids croon, listeners are hearing echoes of Hatboro-Horsham’s choir, a cappella and madrigal groups.

For William Naydan, the high school’s choir director, both men were ideal students.

“Their singing talents were evident very early,” says Naydan. “We sing most of our repertoire a cappella. I think that helped them develop the talents that they’re using onstage.”

“Knowing how to sing in tight harmony with several guys is not an opportunity that everyone gets to do,” says O’Brien. “It definitely had a very profound influence on me, knowing how to blend, and listening to the guys or girls, whoever I’m singing with. High school was a huge part of that.”

By the time he played Conrad Birdie as a senior in high school, O’Brien already knew his path in life, having sung, danced and performed on stages in the area from the age of 10, including 10 shows at the Walnut Street Theatre starting in middle school.

Michael found his calling a few years after “Bye Bye Birdie” after landing the lead in a production of “Les Miserables” at Mount Saint Joseph Academy in Flourtown. “It was after that that I started to focus on it as a career choice, a life choice,” he says.

After graduating from Hatboro-Horsham, O’Brien in 1997 and Michael in 2005, both men majored in musical theater — O’Brien at New York University and Michael at Syracuse University.

Their paths converged in recent years after O’Brien, co-founder of Philadelphia’s 11th Hour Theatre Company, returned to the Delaware Valley from New York in 2004.

Far from forgetting his younger colleague, O’Brien and his family had stayed in touch with Michael and his family. He introduced him to theater people such as the management at the Riverside, who cast Michael in a summer show marking the 40th anniversary of Woodstock.

“It’s been great to have him back here, (to) introduce him to as many people as I did,” says O’Brien. “Ultimately, his talent and his ability has made for all the connections that are lasting now.”

Where O’Brien once was the big snazzy senior to a grade-schooler in the chorus, he’s now a peer with a wealth of experience, says Michael.

“A lot of the questions that we get from people, even at dinner, they ask if we worked together before. Mike always says he knew me since I was a little one,” says Michael.

“I’ve seen him grow as well, as an actor, basically. I saw him as Conrad Birdie, and I see him doing a lot of things with his own company. I think I’ve seen most of his shows that he’s done, on my own or with my family, over the past five years.”

“It’s very thrilling to get to do a show together, especially a show where we’re featured as much as we are here,” says O’Brien. “In rehearsal moments, it’s very obvious to me that we come from the same vocal background. I’m very proud of him.”

For Michael, the feeling is mutual. He says he’s proud that “I was part of something that he did early on.”

Their former choir teacher is pleased as well.

“It’s a pleasure to see students that are actually making a living in the profession, and using the talents that you were, hopefully, part of developing,” says Naydan. “That’s the dream of every teacher.”

In “Plaid Tidings,” Michael and O’Brien work with Christopher deProphetis as Francis and Greg Nix as Jinx under the direction and choreography of Larry Raben and musical direction of David Jenkins.

Performances are Tuesday through Sunday at 7:30 p.m. with matinees at 2:30 p.m. Saturday and Sunday and Thursday, Dec. 27. There will be no performance on Christmas Day.

Zynga the social network game provider has launched landing pages that are the precursors to real money online gambling in the United Kingdom. October saw the California based firm team up with bwin.party digital entertainment in Europe to facilitate it real money online gambling venture. This was seen as a positive move for the firm which was primarily a virtual goods marketer on the Facebook social network. Facebook and Zynga parted ways recently opening the door for both companies to make their own way on the internet highway and reap the benefits of social gaming. The Zynga casino site is expected to launch with 180 games, including slots, roulette and blackjack. In addition, Zynga’s well known FarmVille brand is expected to be launched as one of the online slot games for real cash. Hold on to your pigs and pitch forks punters here comes the cash cow.
